I’m a little confused about recovering deleted recycle bin files.  I understand that you can recover files that have been placed into the recycle bin but once you delete the files in the recycle bin I believe that they are no longer available unless you do something with your registry or do other major adjustments to your computer system.  I would think that unless the deleted files are something that is a necessity to run the computer system it would probably be best to just let the files go and consider it a lesson learned to not delete computer files until you are sure that you will not need them again.
